Cement and Paint Dust Removal Cleaning Singapore: Complete Service Guide
Industrial HEPA + the right solvents. Domestic vacuums make it worse.
WhatsApp Sureclean NowCement and paint dust removal in Singapore requires industrial HEPA vacuums (0.3 micron filtration), surface-appropriate solvents, and a top-down 4-stage SOP. Domestic vacuums concentrate the dust rather than capturing it. Sureclean’s specialist dust-removal service starts at SGD 280 for a 3-room HDB and includes a guaranteed white-tissue test at handover. This guide covers why this is a specialised job, the health stakes, the process, and the pricing.
Why cement and paint dust is the renovation problem nobody talks about
Singapore renovations generate three categories of mess: bulk debris (handled by the contractor), surface grime (handled by general cleaning), and ultra-fine particulate dust — cement dust and paint dust. The third category is what drives 80 percent of “post-renovation complaints” from homeowners and is often ignored in basic post-reno packages.
The reason: cement and paint dust requires specialised equipment and chemicals that aren’t economical for general cleaners to carry. A single industrial HEPA vacuum costs SGD 800-2,200; replacement HEPA bags are SGD 25-45 each (you go through 2-3 per HDB job). General cleaners can’t recoup that on a SGD 25/hr session, so they use domestic vacuums and call it done. The dust then gradually re-aerosolizes into your air for weeks.
The health stakes
Cement dust contains crystalline silica. The World Health Organization classifies crystalline silica as a Group 1 carcinogen — same category as asbestos and tobacco smoke. Singapore’s Ministry of Manpower mandates respiratory protection for construction workers exposed to it. Yet homeowners regularly move into freshly renovated units with visible dust still on surfaces and HVAC.
Paint dust (especially from sanded paint or old over-painted surfaces) can contain VOCs, lead (in pre-2010 paint layers), and formaldehyde from primers. The HDB Home Improvement Programme guidelines note that residual paint dust is a known indoor air quality concern.
Vulnerable groups — children under 5, pregnant women, asthmatics, COPD patients, the elderly — should not occupy a freshly renovated unit until it’s been HEPA-cleaned. We’ve had clients whose toddlers developed coughs that resolved within 48 hours of our cement dust removal.
The 4-stage cement and paint dust removal process
Stage 1: Site assessment and PPE setup
Cleaners arrive in N95 masks, eye protection, gloves, and disposable shoe covers. We isolate the unit’s HVAC (turn off central aircon, close vents) to prevent dust re-circulation during cleaning. Drop sheets laid on areas not being treated this session.
Stage 2: Top-down HEPA vacuum (60-180 min depending on unit size)
Industrial HEPA vacuums (0.3 micron at 99.97% efficiency) used in this order: (1) ceiling and ceiling fans, (2) walls top to bottom, (3) door frames and architrave, (4) window grilles and tracks, (5) air-con fascia and vents, (6) light fixtures and switches, (7) skirting, (8) inside empty cabinets and shelves, (9) floors. Order matters because dust dislodged from above falls onto surfaces below — vacuuming downward captures it once.
Stage 3: Solvent treatment for paint splatter and cement residue
Different surfaces, different chemicals:
- Glass and tiles: ammonia-based glass cleaner + plastic scraper at 30-degree angle
- Stainless steel: citrus solvent + microfiber (no abrasives — they scratch)
- Marble and granite: pH-neutral stone cleaner only (acidic solvents etch stone)
- Parquet and laminate: wood-safe solvent applied to cloth, never poured on floor
- Painted walls: dry sponge + low-residue cleaner (don’t soak the paint)
- Heavy cement splatter: commercial cement-residue dissolver, applied with brush, neutralised within 5 min
Stage 4: Final HEPA air-pass + verification
After wet work, dust that was sub-micron and airborne settles onto cleaned surfaces. Final HEPA pass captures this residual layer. Then the white-tissue test on door frames, light fixtures, and aircon vents — done in front of you, photographed for our QA log.
Pricing
| Property | Dust-only price | Full post-reno |
|---|---|---|
| 3-room HDB | SGD 280 | SGD 380 |
| 4-room HDB | SGD 350 | SGD 480 |
| 5-room HDB | SGD 420 | SGD 580 |
| Condo 2-3BR | SGD 480-650 | SGD 680-980 |
| Landed | SGD 800+ | SGD 1,400+ |
Most clients book the full post-renovation package (the SGD 100-150 add for surface cleaning, sanitisation, windows, and cabinets is well worth it). Dust-only is for situations where the contractor or another cleaner already did the surface work but the dust is still everywhere.
How to verify the job was done right
- White tissue test: Run a clean white tissue across (a) top of any door frame, (b) edge of any light fixture, (c) inside any aircon vent. Tissue should be white, not grey.
- Aircon plume test: Run aircon on cool for 10 minutes. Observe vents. No visible dust plume, no smell.
- Floor vacuum test: Run a HEPA vacuum over a 1m x 1m floor square for 30 seconds. Open the bag — should be visibly empty.
- Black-light scan (premium): For SGD 50 add-on, we’ll scan the unit with UV blacklight to reveal residual paint mist invisible under normal light. Useful for high-end condos with light-coloured floors.
What we do NOT do
- Internal aircon coil cleaning (separate aircon technician)
- Hazardous waste removal (wet paint, solvents — contractor responsibility)
- Asbestos remediation (specialist licensed contractor only — we’ll refer)
- Marble polishing (separate stone-restoration scope)
